What this is
Dandelion is WCF’s fairness roadmap for how visibility, support, and stewardship spread across local scenes. It designs against two failures: central capture (monopoly gravity wells) and chaotic incentive races (attention traps).
What it is not
Dandelion is not a secret ranking system and not a pay-to-win growth plan. It is a plain design rule: build for many small, healthy local publics.
